A free zone company is set up inside one of Dubai's dedicated economic zones. You get 100% ownership, a straightforward setup, and you can bill clients anywhere in the world. The trade-off: selling directly to the UAE local market is restricted.
A mainland company is licensed to operate anywhere in the UAE, including selling directly to the local market and bidding for government work. It comes with a bit more structure and process.
